Built on existing EventFlow access
The command center does not create a new permission path. It uses the same live-event page and the same event/company access filtering that already governed the Live Event Dashboard. It does not expose the separate global-admin Event-Day Risk Console to additional roles.
Operational context, not automatic control
Arrival pace and attention indicators are descriptive operational signals. They do not automatically change capacity, attendee records, event status, printer settings, check-in rules, or staffing decisions.
